The IESG has concluded that this document extends an IETF protocol in a way that requires IETF review and should therefore not be published without IETF review and IESG approval. The document relaxes and works around some of the recommendations in RFC6302 [BCP162] and RFC6269 related to timing accuracy and use of a known time source. It would be desirable to take up this work in the same venue as RFC6302 and RFC6269 so that the pros and cons of the suggested workarounds can be discussed and a potential update can be produced if needed.
