When it is ready for comments, I plan to provide input.  Paradyne currently using an enterprise MIB module based on an interpretation of an early version of TR-090.  My take is that an IETF MIB module is needed to support ADSL2 and ADSL2plus.

My understanding is that there were some actions items from the 62nd IETF meeting.  I have indicated what I thought the actions were in blue below.

2.  Faye noted that the draft and TR-090 do not support a
method of connecting multiple channels to the interface MIB.
She suggested that we petition IANA to provide another ADSL
interface type, adsl_channel, in addition to the ones
already assigned (fast and interleaved). 
Moti noted that while the model uses an index to identify
the channel in question, that he was not adverse to having
another interface type layered into the draft.  The attendees
agreed to "take it to the list".
3.  Faye pointed out a problem with multi-channel bandwidth
limitation, stating that the summation of the available
maximum bandwidth allocations should be equal to the maximum
available on the line.  Otherwise, it was an "oversubscription"
issue. 
Bob Ray pointed out that the aggregate maximum-per-
channel bandwidth (sum of channels) defined in the channel
as line impairment would render useless any assignment.
Moti stated that this discussion was pointless in that,
in his opinion and experience, no one ever subdivided an
adsl line is this way; that it was over-engineering, a
solution in search of a problem.
The chair urged the issue be "taken to the list".
4.  Faye mentioned that the draft does not maintain separate
objects for ATU-C and ATU-R as RFC 2662 does.  She argued
that having them separate was "nicer".  Moti said that the
use of the word "nicer" was subjective and he wouldn't try
to base a decision on it because of that.  Bob Ray noted that
the approach of using an index has been used in the RFC 3276
and RFC 3728. 
The chair urged the issue be "taken to the list".
7.  Faye commented that the name of Moti's draft needed to be
better than "next generation", or "ng".  Moti stated that he
didn't want to name it adsl2 as that implied restrictions as
to the scope of adsl variants the draft might address. 
Faye suggested that the issue be "taken to the list" and all
concurred.
8.  Faye again mentioned the lack of separate objects for
ATU-C and ATU-R, stating that having another index object
made it difficult to implement RFC 3276.  "Too many indices".
In response, Moti asked if there were any implementation reports
on RFC 2662 [note: a working group milestone that should be
addressed very soon now].  There was mention of two or three.
9.  Moti then discussed things that are missing in his draft.
    - test management support.  Moti is adamant that "tests"
      and "diagnostics" are distinct.  Faye asked pointedly
      if there is any user data being passed when a diagnostic
      is being run. 
    - sub-carrier snr measurement time.
    - psd masks.
Moti stated that these omissions were not because he didn't think
they should be omitted, rather that that they were complex and
required more thought.
Faye suggested that the issue about interface status during
diagnostics (up, down, under test) be taken to the list.
10. Moti briefly discussed the data returned by the diagnostics
and that it made sense, in his opinion, to have them returned
as OCTET STRINGs of fixed size rather than have an index.  It was
agreed that this was the better approach (given the overhead
associated with walking an array of bytes).  It was also noted
that the bit ordering within these values needs to be specified
in the draft.
11.  Faye noted that if the draft used ifIndex for channel
identification (see note 2, above), that Moti's "templates"
would not be needed.  Moti commented that "profile" and
"template" mean the same thing in the draft.
When Moti and Bob didn't understand how channel templates
wouldn't be needed, Faye agreed to produce an example illustrating
her point.  "On the list".
12.  There was a brief discussion as to whether the draft needed
to address ATM objects.  It was decided to leave this "for the
list".

Version -10 has been submitted and is available on the IETF ADSL MIB page.   This version addresses the issues Bert raised on 4/7/2005. In particular, the following changes were made:
  1. The title was changed from ...G.shdsl.bis Lines back to what it was in RFC3276.
  2. The Heading on the body pages was changed back to HDSL2-SHDSL-LINE MIB.
  3. Reorganized the sections so the TOC has a better look.
  4. The new version of xml2rfc updated the IPR boilerplate, but also accounts for some white-space changes. Some lines now end with a hyphen.
  5. "The Internet-Standard Management Framework"  section was moved such that it is the first section.
  6. The two "Introduction" sections, which existed in RFC3276 were combined and changed to "Overview."
  7. The term "module" was added after "MIB" in places where it was needed.
  8. The "Conformance and Compliance" section was removed.
  9. The module dates were updated
  10. The agent compliance statements were reworked in the module.
  11. The new version of xml2rfc add a comma when there are 3 or more authors in references.
  12. Imported  RFC 2578 and RFC2579 references from xml.resource.org since the duplicate authors in the list was corrected.

  The authoritative compliance and conformance is specified in the MODULE-COMPLIANCE
  and it turns out that section 5 is not in sync with that MODULE-COMPLIANCE. So people
  may get confused, no? I would remove section 5.

  we add a new one that defines the new MODULE-COMPLIANCE for new/updated
  implementations that also support the new objects and new options of the new MIB
  Module. The old MODULE-COMPLIANCE is then often changed to a deprecated state.
  Was that not discussed? Or is that what you have in rev 10?
  I will send separately a smidiff output with annotations.
  And I will await an answer to what you have in rev 10. Maybe Clay can send me
  prelimenary rev 10 before I continue to do more checking.
 
If you do a rev 10, then I also have some additional nits you may want to address.
 
- you may want to think about the title of the document.
  The RFC-Editor will probably not be happy with the abbreviation/acronym
  in the title:
   Definitions of Managed Objects for G.shdsl.bis Lines
  It was in fact spelled out in RFC3276. So do we have an issue with that?
 
- There are 2 sections titled: "Introduction". Namely sect 1 and sect 3
  Can one of the title be changed?
 
- In the document, I see various occurences of the word "MIB" as a noun".
  In general, we prefer to use "MIB module" in such cases. There is one
  MIB, which is composed of many MIB modules. This MIB module is just
  one of them. When you use "MIB objects", or "MIB groups" or such,
  then that is fine.

This document defines a portion of the Management Information Base
(MIB) module for use with network management protocols in the
Internet community.  In particular, it describes objects used for
managing the Line Code Specific parameters of Very High Speed
Digital Subscriber Line (VDSL) interfaces using Single Carrier
Modulation (SCM) Line Coding.  It is an optional extension to the
VDSL-LINE-MIB, RFC 3728, which handles line code independent
objects.

This document is a product of the ADSL MIB Working Group of the IETF.

This is now a Proposed Standard Protocol.

This document specifies an Internet standards track protocol for
the Internet community, and requests discussion and suggestions
for improvements.  Please refer to the current edition of the
"Internet Official Protocol Standards" (STD 1) for the
standardization state and status of this protocol.  Distribution
of this memo is unlimited.

This announcement is sent to the IETF list and the RFC-DIST list.

Below is the report from the IESG Telechat Last Thursday.
So the new charter is not yet approved. Such will probably
happen on May 26th, unless we get (unexpected) serious
objections before that time.

I would suggest that the WG starts/continues the work to 
complete the work described by the charter.

Description of Working Group:
 
The working group will define a set of managed objects to be used for
management of newer versions of Asymmetric Digital Subscriber Line
(ADSL), called ADSL2 and ADSLplus, as defined in ITU-T Recommendation
G.997.1 (2003) and ITU-T Recommendation G.997.1 Amendment 1 (December
12, 2003). The MIB defined by this group will be generated using SMIv2,
will be consistent with the SNMP management framework, and will describe
the relationship of the objects defined to existing MIBs such as those
described in other work products of this Working Group, the interfaces
MIB, and the AToM MIB.
 
The working group will consider the input of the DSL forum and the ITU
in the definition of this MIB.

(New) Goals and Milestones:
 
 [.. dropped all the DONE items for now]
 
 May 05   Initial WG Internet-Draft covering ADSL2 management objects.
 June 05  Integrate working group changes and produce revised draft.
 Sept 05  Complete WG last call on ADSL2 MIB.
 Oct 05   Submit ADSL2 MIB to IESG for consideration as Proposed Standard.
 Dec 05   Re-charter or close down.
