Concerning the VUA = state machine, CONN_CLOSED state is supposed to be the start point, = right ?

The dmsp BoF is scheduled at the same time as sip on 1300 July 12. Is it possible to move dmsp to the 1510 slot on July 12 to allow interested members of sip to attend? If the 1510 July 12 slot is not open, please leave the schedule as is.
