  o  IPAE addresses MAY be assigned to BOTH SIPP and IPv4 hosts
  o  SIPP hosts: C-bit == 0
  o  IPv4 hosts: C-bit == 1

IPv4 Clusters

  o  Requirements
     -  IPv4 routed to all subnets within cluster
     -  At least one IPAE router at the boarder
     -  Can be identified by a single SIPP address prefix

  o  Allowed
     -  IPv4 routing between clusters
     -  Parallel to SIPP routing

  o  Possible size range
     -  Largest cluster: the entire Internet
     -  Smallest cluster: one subnet
