On reading the comments in the review request I was expecting a less-baked document, and I'm tagging the result as "on the right track" (rather than "ready") simply because of the maturity level in the document's lifecycle. It really does seem pretty much ready, complete, and adequately baked, and dovetails well with the related work we've done in ICANN's SSAC (see, for example, SAC 123, "SSAC Report on the Evolution of Internet Name Resolution"). The only notable comment I have is on the expansion of "TELNET" in Section 1: In the early days, domain names were associated with Teletype Network (TELNET) hosts TELNET specifications do not list it as an abbreviation for anything, and I particularly don’t find a reliable reference that supports “Teletype Network” (though one can find unsupported claims of that, along with other variations such as “telecommunications network”). I suggest just saying “with TELNET hosts”.
