All but one of my concerns from that review have been resolved in this version, and no new issues or nit have surfaced. I continue to have one significant issue with the specification of "sips" URIs for specifying contacts. Do you have a use-case for this? AFAIK there are few, if any, deployments of SIP servers that support use of "sips", or of email-style URIs. More typically, "sip" URIs are used, with a telephone number in the user part and a provider domain name. And requests are likely only accepted from limited sources. A "tel" URI is more plausible, because it is typically understood and allows the client to invoke a call by any means available to them. I suggest you omit "sips", unless you can also reference a mechanism for using it that is plausibly available to those likely to need to invoke it to resolve DNS errors.
