Minor issues:

 * 7120bis is more explicit for an expired allocation: deprecate, de-allocate, or leave it as expired. This draft could use analogous language.
 * In places I am reading "registry creation" and "registry allocation." I think they are different. But if they are not different, the language needs harmonizing. Another option is to acknowledge their interchangeability.
