Major issues:
- The scope is unclear. The draft reads primarily as a router behavior document, not a host behavior document. The abstract, Section 3, Section 4, and Section 6 are all written in terms of routers, forwarding, routing protocols, and router-originated ICMP. However, the introduction also says the mechanism “is not restricted to routers” and “could usefully be applied to hosts,” which makes the scope confusing.

- If host behavior is intended to be in scope, then key host-side procedures are missing. The draft mentions that host support would require extending DHCPv4 or DHCPv6 to publish an IPv4 default route with an IPv6 next hop, but does not specify any actual host behavior such as default-router learning, installation of the default route, or related DHCP / ND interactions.
