I found the document to be well written and complete. The Security Considerations section appears appropriate and thorough.

I found one very minor nit in the first paragraph of the Security Considerations section:

   [I-D.ietf-lamps-dilithium-certificates] apply to this specification
   as well.
Proposed: (Inclusion of "of" before "[RFC5652]", and terminate the sentence after "specification".)
   The security considerations of [RFC5652] and
   [I-D.ietf-lamps-dilithium-certificates] apply to this specification.
