1. About the terminology "Global Notification Capabilities". In Figure 1,
"Network Node" is used, how about change it to "Node Notification
Capabilities"?

2. what's the purpose of "grouping message-publisher-id"? It has only one
leaf. How about adding a "description" leaf to describe where the 
notification is coming from? Such as "(e.g., processor 1 on line card 1)"
