Based on my review, if I was on the IESG I would ballot this document in the early draft state as 
On the Right Track.
I would like to thank the authors for their work on this important topic.
I think the draft follows the right approach but needs further clarification and details especially with regard and reference to other SDOs as e.g., 3GPPs Management/Network Data Analytics (MDA/NWDA) (e.g., 3GPP TS28.104) and similar approaches and considerations at ETSI, IEEE, ITU-T etc.
In addition the nits detected are noted in diff tool result sent in extra email.
