I have reviewed this document as part of the security directorate's ongoing effort to review all IETF documents being processed by the IESG. These comments were written primarily for the benefit of the security area directors. Document editors and WG chairs should treat these comments just like any other last call comments.

From the perspective of the security directorate, this document is Ready: it does not describe a protocol, and really just describes a very high-level status of experimental implementations for providing userspace access to ECN signaling and capabilities.

Given the ephemeral nature of its findings, this document seems to exemplify the kind of thing that belongs on the IETF wiki rather than in a published RFC.
