Summary:

This is an excellent specification that balances practical deployment needs with cryptographic rigor. The document is thorough, well-organized, and provides valuable guidance for the post-quantum transition. The security analysis in Section 9 is particularly strong and appropriately honest about limitations. The test vectors and implementation considerations are comprehensive.
