More suitable for Common Conference Information since this information is easily scoped by a relatively small number of primitives
Easily extensible under a common protocol infrastructure
Can define data manipulations (syntactic) primitives
Can define opaque stimulus operations

Option 3: Both
Appears to conflict with objective to have a single protocol.
Note, however, that semantic can also support fundamental syntactic model (for data manipulations)
